On April 28, 2026, six Emerge Career students pulled up to Study Hall in the Bronx for a focused CDL permit prep session. Every one of them rated the event hosts a 5 out of 5 — and the group's average recommendation score hit a perfect 10 out of 10.

That kind of feedback doesn't come from a generic PowerPoint. It comes from a room where people actually answer your questions. As Rashaad put it, the most valuable part was "explaining why the answer was the right answer" — not just drilling facts, but building the kind of understanding that sticks on test day.

Permit Test Day in Harlem — Study, Eat, Walk to the DMV Together

On Friday, April 24th, Emerge Career ran its first Permit Test Day out of our Harlem HQ. Students showed up at 10:00 AM, grabbed bagels and coffee, ran through last-minute practice questions, then walked together to the Harlem DMV to take the Commercial Learner's Permit exam.

The idea is simple. Taking the CLP exam is stressful. Walking into a DMV alone is stressful. Doing it alongside a group of people who just studied the same material next to you is a different experience — you're not by yourself, and you're not guessing whether anyone else is nervous. You know.

A different format for the CLP exam

Permit Test Day isn't a replacement for our weekly Study Halls — it's a layer on top. Students who already have their CLP exam booked at the Harlem DMV can opt into a pre-exam session at Emerge HQ that morning. We review test day tips, answer last questions, and handle the walk-over as a group.

The feedback from the first run was clear. "Less people led to less distractions." "Love everything!" Every attendee rated the session a 5 out of 5 and gave us a 10 on NPS.

Going into the weekend with a permit

The original pitch to students was: come take it with a cohort of other students in the same place as you — go into the weekend with your permit. That's what happened.

CDL Study Hall in Harlem — What a Working Session Looks Like

On Thursday, April 23rd, Emerge Career held a free CDL permit prep Study Hall at our Harlem HQ from 2:00 to 4:00 PM. Eight students gave feedback. Every one of them rated the session a 5 out of 5.

The Harlem HQ sessions look a little different from our neighborhood Study Halls. There's no host organization to introduce — the students are in our house. That means the vibe is more "working session" than "event." People show up, grab a slice, open their practice books, and get to it.

Harlem CDL permit prep — focused, direct, no fluff

The session ran the standard Emerge format: practice on the three CLP exam sections, one-on-one help from Emerge staff, and pizza. Students worked at their own pace — some were days away from taking the test, others a few weeks out.

The feedback made it clear what people got out of it. One attendee: "Got some answers wrong and documented them so I get it right next time." Another: "The instructor explained everything fully." A third: "Answering questions together and food and beverages." That last one matters more than it sounds — people coming out of incarceration often haven't had a space where it's safe to ask a dumb question. Study Hall is that space.

Bed-Stuy CDL Study Hall — 7 Permit Exams Booked in Two Hours

On Wednesday, April 22nd, Emerge Career held a free CDL permit prep Study Hall in Bed-Stuy from 1:00 to 3:00 PM, hosted in partnership with Neighbors in Action. Ten students gave feedback. Seven of them booked their CLP exam before they walked out the door.

That number matters. A Study Hall isn't just about reviewing practice questions — the goal is to move students from "thinking about it" to "it's on the calendar." Seven of ten is the best single-session conversion rate we've had this quarter.

Brooklyn CDL permit prep that moves the needle

The session followed the standard format: practice on the three CLP exam sections, one-on-one help from Emerge staff, and pizza. The Neighbors in Action space on Fulton is accessible from the C train at Ralph Avenue, which makes it easy for students across central Brooklyn.

Feedback was unanimous: every attendee rated the session 5 out of 5. One wrote: "Amazing class. Ty." Another: "The air brakes study guide and the physical guides giving out." A third, already scheduled for their exam: "Engagement with the class."

What's driving the booking rate? Staff sit with students, pull up the NY DMV scheduling site, and walk them through it while they're still in the room. No homework. No "I'll do it later." It's done before the pizza's cold.

CDL Study Hall in Mott Haven — Biggest Bronx Room of the Year

On Tuesday, April 21st, Emerge Career ran a free CDL permit prep Study Hall in Mott Haven from 6:00 to 8:00 PM, hosted in partnership with Bronx Hype. It was the biggest Bronx room we've had this year.

Mott Haven shows up. Every time we run a session with Bronx Hype, the room fills. This one was no exception — 11 students who gave feedback, plus a handful who didn't. Pizza on the table, permits on the agenda, and a real mix of stages: some students were days away from taking their CLP exam, others were just starting out.

On Tuesday, April 21st, Emerge Career held a free CDL permit prep Study Hall at the Ravenswood Community Learning Center in Long Island City, hosted in partnership with Queens Public Library. The session ran from 3:30 to 5:00 PM.

This is the second week in a row we've run a Tuesday Study Hall in Queens. Queens is big, and students coming from Jamaica, Astoria, or Long Island City need an option that doesn't require crossing into Manhattan. Ravenswood works — it's close to the subway, the space is set up for focused work, and Queens Public Library has been a consistent partner for our reentry programming.

Every Study Hall follows the same format: structured practice on the three CLP exam sections — General Knowledge, Air Brakes, and Combination Vehicles — plus one-on-one support from Emerge Career staff. Students showed up at different stages. Some were scheduled for their exam within the week. Others were just starting out. The format works for all of them.

Emerge Career Launches Monthly Partner Roundtable — And the Response Was Electric

Nine community organizations across Massachusetts and New York joined our first-ever CBO Partner Roundtable — and the conversation made one thing clear: the demand for workforce training built around justice-involved individuals is only growing.

On April 16, Emerge Career hosted its inaugural Partner Roundtable — a monthly virtual convening designed to bring together the community-based organizations, government agencies, and workforce partners who refer participants to our training programs.

The goal was simple: get everyone in the same room, share what's new, and make it easier for our partners to connect their clients to opportunity. What happened exceeded expectations.

Who Showed Up

Nine organizations joined from across two states, representing probation departments, reentry programs, youth services, substance use recovery, and workforce development:

• NYC Department of Probation / Neighborhood Opportunity Network (NEON) — New York City
• America Works — New York (national)
• Housing Works Justice Initiative — New York City
• Neighbors in Action / Center for Justice Innovation — New York City
• Mayor's Office of Returning Citizens — City of Boston
• Legendary Legacies — Worcester, MA
• Worcester Youth Center — Worcester, MA
• Institute for Health and Recovery, ATR Program — Boston, Lowell, and Springfield, MA

That's a room full of people doing the hard, daily work of meeting justice-involved individuals where they are — and helping them build something new.

What We Heard

Three themes came through loud and clear.

1. The demand for trades training goes way beyond CDL.

Nearly every partner on the call asked the same question: When are HVAC and diesel tech coming to my area? Our CDL program has been the foundation, but partners are telling us their clients want more options — especially participants who face barriers to obtaining a commercial driver's license. We're actively pursuing funding to bring additional vocations to both Massachusetts and New York, and the roundtable reinforced just how urgent that expansion is.

2. Proximity matters.

Our Boston-area partners were candid: the distance to our current Western Massachusetts training sites is a real barrier for their clients. We heard them. Finding the right space for a Boston-area training center is a top priority, and we're actively exploring locations and funding partnerships to make it happen. The same goes for New York City, where we're working toward a training center within the five boroughs.

3. This network is stronger than any single organization.

The most energizing part of the roundtable wasn't the updates from Emerge — it was hearing partners learn about each other. Organizations serving probation populations discovered peers working in substance use recovery. Youth-focused programs connected with city agencies doing employer engagement. The roundtable created space for cross-referrals and collaboration that wouldn't have happened otherwise.

Program Updates We Shared

We used the roundtable to spotlight two of our newest programs:

HVAC — Our existing HVAC program is enrolling now in Massachusetts, covering EPA 608 certification, split system installation, furnace diagnostics, refrigeration, and controls. We're actively pursuing funding for a dedicated training site that would allow us to scale capacity significantly.

Diesel Technician — We're on track to register one of Massachusetts' first Diesel Technician Registered Apprenticeship Programs. The structure is a three-year, 6,000-hour program with Emerge delivering the first-year pre-apprenticeship and an employer sponsor providing on-the-job training for years two and three. Pre-apprenticeship referrals are open now.

What Comes Next

The Partner Roundtable is now a monthly fixture — every third Thursday at 2:00 PM ET. Our next session is May 21, 2026.

We also sent every attending organization a formal partnership agreement (MOA) to make it easier to collaborate on referrals and joint funding applications. When our partners are stronger, our participants get better outcomes. That's the whole point.

Saturday CDL Prep in Harlem — Weekend Study Hall at Emerge Career HQ

On Saturday, April 18th, Emerge Career held a free CDL permit prep Study Hall at our Harlem headquarters from 1:00 to 3:00 PM. This was the fifth and final session of a week that included Study Halls in Queens, the Bronx, Brooklyn, and Harlem — and the only weekend option.

That matters. A lot of our students work hourly jobs during the week. Others have weekday obligations — reporting to a parole officer, attending mandated programs, handling family responsibilities. If the only way to study for the CDL permit exam is to show up on a Tuesday evening, you're going to lose people. Saturday sessions exist so that doesn't happen.

Neighbors in Action has been a consistent collaborator for our Brooklyn programming. Their space in Bed-Stuy is accessible from the C train at Ralph Avenue, which makes it easy to get to for students coming from across Brooklyn and eastern Queens. The afternoon time slot works well for people managing morning obligations — parole check-ins, part-time shifts, childcare.

Queens is one of the hardest boroughs to serve well if you're running a citywide program. It's huge, transit options are uneven, and a lot of workforce programs simply don't show up here. That's exactly why we do. Queens Public Library is a true partner in reentry work, and hosting our Study Hall at their Ravenswood location means students in western Queens don't have to trek to Manhattan or the Bronx to get support.

This is what free CDL training in NYC actually looks like at the ground level. Students showed up after work, walked into our space, and sat down to study. No lecture hall. No formality. Just people working through General Knowledge, Air Brakes, and Combination Vehicles questions with Emerge staff there to help when they got stuck.

Why Harlem

Our HQ is in Harlem for a reason. A lot of our students live in Upper Manhattan, and the location is easy to get to from the 2, 3, A, C, and B/D lines. We've been running Study Halls here consistently because it works — people actually show up when you meet them in their neighborhood.

5 Study Halls, 4 Boroughs, 1 Week: CDL Prep Across NYC

Between April 14th and 18th, Emerge Career ran five free CDL permit prep Study Halls across four New York City boroughs. Harlem. Mott Haven. Long Island City. Bed-Stuy. Five sessions in five days — each one designed to help justice-impacted New Yorkers pass the Commercial Learner's Permit exam and move one step closer to a career that pays $80,000 or more a year.

This wasn't a one-off event. It was a coordinated week of programming that reflects how Emerge Career operates: we go to the neighborhoods where our students live, partner with organizations those communities already trust, and make it as easy as possible to sit down and study.

Where We Showed Up

On Tuesday, April 14th alone, three Study Halls ran simultaneously across the city:

• Queens — hosted in partnership with Queens Public Library at their Ravenswood location in Long Island City, from 3:30 to 5:00 PM
• The Bronx — hosted with Bronx Hype in Mott Haven, from 4:00 to 6:00 PM
• Harlem — at Emerge Career HQ, from 6:00 to 8:00 PM

On Wednesday, April 15th, we were in Bed-Stuy, Brooklyn, hosted in partnership with Neighbors in Action from 1:00 to 3:00 PM. And on Saturday, April 18th, we closed the week with another session at Emerge Career HQ in Harlem from 1:00 to 3:00 PM.

Why Five Sessions in One Week

The CDL permit exam is the first real gate in Emerge Career's free CDL training program. It's a written test — General Knowledge, Air Brakes, and Combination Vehicles — and it requires serious preparation. A lot of our students are balancing jobs, families, and reentry obligations. Making them travel across the city to a single location on a single day doesn't work.

So we bring the Study Hall to them. Every session includes guided practice questions, one-on-one support from Emerge staff, and a structured review of the material the DMV actually tests. If you need help scheduling your CLP exam, we help with that too.

The Partners Who Make It Possible

Running five sessions in one week across four boroughs doesn't happen without community partners. Queens Public Library is a true partner in reentry work and gave us space at their Ravenswood location.
